The United States and United Kingdom Announce Duty-Free Agreement on Prescription Drugs.

The UK and US have established a significant trade agreement that will guarantee zero tariffs on British medicine shipments being sold in the American market.

Key Provisions of the Pact

As part of the deal, the UK has pledged to raise expenditure on medicines through the NHS. This pledge guarantees that tariffs on these vital exports will remain at nothing for a duration of 36 months.

This agreement is in response to earlier statements to hike duties on branded drug imports, with potential rates discussed as high as one hundred percent.

"This agreement with the UK bolsters the international landscape for new treatments and introduces much-needed equity to American-British medicine commerce," a statement noted.

Commercial Significance

Pharmaceuticals are one of the Britain's largest export categories to the US, which is clearly the biggest market for leading UK drugmakers.

Trade data show that in the year to the end of September, the UK shipped drugs valued at over eleven billion pounds to the US. This value represented 17.4% of all goods exports in that period.

"This agreement protects jobs, increases capital expenditure and facilitates the UK to establish itself as a international leader for medical research," the Business and Trade Secretary commented.

Key British Pledges

The pact entails several notable changes from the UK:

  • Revised Affordability Limit: The UK will increase the cost ceiling at which it considers new treatments to be too expensive by a quarter.
  • Higher Drug Budget: There is a target to double total health service expenditure on drugs from 0.3 percent of the national economy to 0.6% over the coming ten years.
  • Payback Limit: The sum manufacturers must refund to the NHS to prevent overspending will be limited at fifteen percent. In the past, refunds exceeded 20%.

Industry Background

The pact takes place against a long-running dispute between the pharmaceutical industry and the ministers over medicine costs and approval rates.

This friction were intensified by arguments that American patients were paying several times more for the equivalent treatments than patients in the other developed nations.

In recent months, several large manufacturing plans in the UK have been halted or abandoned, while major expansions have been directed toward US facilities.

One official acknowledged that the NHS must spend more on medicines, noting that its budget allocation on drugs had shrunk as a share of its overall budget over the previous ten-year period.
